Rivers assembly accepts FG’s emergency rule, promises to support new administrator

The Rivers State House of Assembly has seconded the Federal Government’s move to suspend the executive and legislative arm of the state. More so, the statement is in response to the declaration of a state of emergency in Rivers due to emerging political crises.

The Speaker of the house, Martin Amaewhule disclosed this in a statement issued to newsmen on Tuesday. Amaewhule explained that although it’s not what the lawmakers hoped for, they are in support of President Bola Tinubu’s decision.

He also blamed the Governor, Siminalayi Fubara for the political crisis in Rivers state as a result of his misconduct. The speaker condemned the governor for serially disobeying court judgments and disturbing legislative business at the state house of assembly.

Furthermore, Amaewhule promised that the lawmakers would provide the required support to the sole administrator appointed by the president. He commended the residents for their perseverance while urging them to remain calm until the government restores order.

On Tuesday, Tinubu declared a state of emergency in Rivers state effective immediately. Tinubu also suspended the state governor and his deputy, Ngozi Odu alongside all elected members of the house of assembly for six months.

The president explained that the decision was necessary in addressing the political crisis caused by the friction between the lawmakers and the governor.

According to the release, the president therefore appointed Admiral Ibokette Ibas as the administrator for Rivers state.

Side note on Rivers’ new administrator

The 64-year-old Vice Admiral (CFR, psc+ GSS AM ndc MSc) was born in Nko, Cross River state, Nigeria on 27 September.

On July 13, 2015, Ibok-Ete Ekwe Ibas was appointed as the 22nd Chief of the Naval Staff, a position he held until 2021.

During his tenure, he played a crucial role in strengthening Nigeria’s maritime security and naval operations. Even after retirement, he remained a prominent figure in national security and maritime affairs.

Before rising to the Navy’s top position, Ibas gained extensive operational experience. Between 1993 and 1996, he served as executive officer on NNS Siri, NNS Ekun, and NNS Ambe.

He later commanded the Nigerian Navy Underwater Warfare School (1997–1998) and led the Forward Operating Base, Ibaka (1998–2000).

On March 18, 2025, President Bola Ahmed Tinubu appointed Ibas as the sole administrator of Rivers state following a state of emergency declaration. Tasked with restoring stability amid political unrest, he now oversees governance in a critical period for the state.

Although the newly appointed administrator will not make new laws, when necessary, he is permitted to formulate regulations approved by the federal government.

Additionally, the president’s declaration does not extend to the judicial arm of Rivers state. According to the release, the state judiciary will continue to function by its constitutional proclamation.
